Аннотация:
В статье впервые дается анализ одного из эфиопских народов – афар, населяющего стратегически важный район Африканского Рога – штат Афар. Введение новой системы управления – этнического федерализма не улучшило положение населения. Это по-прежнему один из самых отсталых штатов страны. Земельные экспроприации для государственных проектов и частных инвесторов еще более усугубили бедственное положение. Сложные отношения с соседними народами – тиграй, амхара, сомали-исса –сопровождаются конфликтами. Многочисленные политические оппозиционные силы создают нестабильность в штате. По-прежнему сильна идея создания государства «Великого Афар», которое бы объединило всех представителей этого народа, живущих в странах Африканского Рога и, прежде всего, в Эритрее. Протестные движения в штатах Оромия и Амхара в 2015–2017 гг. оказали воздействие и на афар. Политический кризис в Эфиопии сохраняется. Одни эксперты называют это «началом эфиопской весны», другие – «цветной революцией».
