African Agenda in the BRICS Strategic Communication

Abstract:

BRICS, originally conceived as an informal association of countries with rapidly growing economies, currently demonstrates high growth rates and significant potential for further expansion in the future. The accession of South Africa, then Ethiopia and Egypt, to BRICS, as well as the admission of Nigeria and Uganda as BRICS partner countries, indicates a great interest of African countries in BRICS membership, as they hope to reduce their dependence on the collective West and on international financial institutions that are controlled by Western countries. In this context, it is logical to assume that the share of the Africa-related agenda in the topics discussed at the BRICS summits will grow. The paper aims to define the thematic focus of the BRICS strategic communication. The research methodology is based on the author’s own method of critical qualitative and quantitative analysis, which includes thematic text clustering using machine learning methods. To assess the quality of thematic modeling and identify additional hidden topics, critical discourse analysis of individual fragments was applied. The empirical basis of the study is the corpus of the texts of the final declarations of the BRICS summits, which determine the BRICS agenda, and the related social media posts that provide professional communication support for BRICS activities. As a result, this author comes to the conclusion that although in recent years the share of the Africa-related agenda in BRICS strategic communication has increased significantly, the key issues of global development still remain the dominant theme at BRICS summits. It is worth noting that neither is the BRICS issue a priority in the strategic communication of the African countries that have joined the association, as they seek to leverage their membership in the BRICS mainly as an important reputational success that demonstrates significant economic potential, investment attractiveness, and a certain political influence.
