Беспорядки в ЮАР: причины и влияние на результаты муниципальных выборов 2021 г.

Аннотация:
1 ноября 2021 г. в ЮАР прошли региональные и муниципальные выборы, на которых была зафиксирована явка менее 50%. Партия власти Африканский Национальный Конгресс (АНК, African National Congress, ANC) получила 45,6% (по сравнению с 54% в 2016 г.). Избирательная комиссия Южной Африки обращалась в Конституционный суд с просьбой перенести выборы на конец февраля 2022 г., ссылаясь на опасность дальнейшего распространения коронавируса, хотя и безуспешно. Если низкую явку можно объяснить пандемией коронавируса, то ослабление позиций АНК обусловлено целым рядом долгосрочных и краткосрочных факторов, одним из которых являются последствия беспорядков в июле 2021 г. В статье делается попытка ретроспективно проанализировать июльские события и их связь с результатами выборов 1 ноября 2021 г. и ослаблением позиций АНК.
