Подход Бразилии к миротворческим операциям и миростроительству ООН в Африке в XXI веке

Аннотация:

Федеративная Республика Бразилия занимает уникальное положение по сравнению с другими восходящими державами в деле поддержания мира и безопасности на Африканском континенте. С конца 1990-х гг. эта южноамериканская страна не направляла своих контингентов для участия в миротворческих операциях Организации Объединенных Наций (ООН) в Африке. Тем не менее, неоднократное присутствие Бразилии в качестве непостоянного члена Совета Безопасности ООН и ее вклад в дебаты Организации Объединенных Наций по развитию потенциала организации делают ее значимым игроком в сфере укрепления международного мира и безопасности. Статья затрагивает широкий аспект бразильской внешней политики. В процессе ее подготовки использовались архивные документы министерства иностранных дел (МИД) Бразилии, а также исследования ведущих бразильских экспертов по проблематике ее миротворческой деятельности в Африке. Автор детально рассматривает ответы Бразилии на запросы ООН об участии в миротворческих операциях на Африканском континенте, включая МИНУСМА, ОООНКИ, ЮНАМИД, МИНУРКАТ, МООНЮС и МИНУСКА, а также дает глубокий анализ различных аспектов вклада Бразилии в миротворческие операции и миростроительство в Африке. Особое внимание он уделяет реформе сектора безопасности в Гвинее-Бисау и подходу к подготовке кадров для участия в миссиях ООН в Африке, включая развертывание учебной группы в Демократической Республике Конго. В заключение статьи автор выделяет ключевые особенности участия Бразилии в миротворческих и миростроительных усилиях Организации Объединенных Наций на Африканском континенте.
